The Swedish government has now submitted the bill with the proposal to introduce the concept of economic employer in Sweden. As a consequence more foreign workers and business travellers, working temporarily liable to pay taxes in Sweden is if the economic employer is a Swedish entity which benefits ultimately from the employee’s work. This way to determine tax liability is more commonly used internationally, i.e. substance over form than the concept of formal employer which is used in Sweden today.
